A September 14, 2001 file photo shows a Mexican worker walking past a huge pile of embargoed sugar in the warehouse of an expropriated sugar refinery in the central Mexican state of Morelos. In a radical move to offset social unrest Mexico has expropriated 27 debt ridden sugar refineries because they had become a liability to one of the nations most important agricultural sectors. Mexico could face a new lawsuit over the controversial expropriation if the government does not respond to foreign investors involved in the seized mills.
