Rwandan prisoners wait for instructions outside Kigali central prison, which houses more than 6,621 inmates despite being built for just 2,000, June 20, 2002. More than 100,000 genocide suspects are still languishing in Rwanda's overcrowded jails, accused of taking part in the massacres of some 800,000 Tutsis and moderate Hutus in the three months from April to June 1994. The legal system is unable to cope and this week, Rwanda relaunched a traditional court system to try and deal with the backlog of unheard cases. In \"Gacaca\" courts, Rwandan villagers will judge their peers by recounting their personal stories of what they saw during the massacres. The government hopes gacaca may also aid national reconciliation.
