A street vendor counts her cash in Kinshasa December 17, 2001 the capital of the Democratic Republic of Congo, where the government has been praised by the World Bank and the International Monetary Fund for introducing tough economic reforms that have reduced inflation and stabilized the country's currency. But the new measures mean the Central African country can no longer print money freely, leading to a critical shortage of Congolese francs. The lack of money has led to growing insecurity in Kinshasa, where unpaid soldiers are conducting regular armed attacks on the city's residents.
