The PEPCO power company handed out nearly 10,000 bags of dry ice to customers who lost electricity at Westfield Shopping Center in the wake of Hurricane Isabel. The storm killed 23 people as it thrashed across the eastern seaboard of the United States, officials said on Friday. The dead were mostly victims of vehicle accidents and falling trees.
