A bull wanders behind a fence in a flooded ranch August 23 near the southern border city of Brownsville, Texas, as dark clouds cover the sky. Hurricane Bret, now downgraded to tropical storm status, caused heavy rains to fall from Corpus Christi south to the Rio Grande as the storm worked inland from the Gulf of Mexico. The National Weather Service estimated more than 20 inches of rain have already fallen in portions of Kenedy County in the storm's path. Flash flood warnings have been posted in several Texas counties, and forecasters said heavy rain could cause flooding in northern Mexico. HR/BM/AA
