Clinton hailed a congressional agreement freeing up $435 million to help alleviate the debts of poor nations, calling it a historic pact that will ensure U.S. leadership. "Just in the last 24 hours there has been a truly bipartisan and historic agreement on providing much-needed debt relief to the world's poorest countries," Clinton told reporters at the White House.
