Burundi peace talks mediator Nelson Mandela, accompanied by South African Deputy President Jacob Zuma (R), arrives at the start of talks in Arusha Tanzania, February 26, 2001. The summit ended without an agreement on a transitional president to lead Burundi for three years before elections, but leaders said they had made some progress and recommended the presidency be split into two 18 month phases with a Tutsi taking the job for the first period and a Hutu for the next. Six Hutu parties, including the largest opposition group, rejected the recommendations. An estimated 200,000 people have been killed in Burundi's seven-year civil war. MH/
