Dressed in camouflage army fatigues, red paratrooper's beret and shiny black combat boots, Chavez cuts an imposing figure in the Caribbean country. Pledging to govern in favor of the poor and stamp out graft in a country classed as one of the world's most corrupt, Chavez is aggressively promoting a new constitution to be voted on December 15, which could greatly improve civil rights, recognize the territorial claims of indigenous groups and pledges free health care, education and social security for all.
