Japanese dairy farmer Shoji Ando, 58, feeds his cows hay in Chiba, to the near east of Tokyo, on April 30, 2002. He says he never knowingly gave his animals meat-and-bone meal, thought to be the cause of an outbreak of mad cow disease, but he says it could have been mixed in compound feed.
