U.S. President George W. Bush signs into law on a tax cut package totaling $350 billion during a ceremony in the East Room of the White House, May 28, 2003. The tax cut package - the third biggest in history - lowers the top rate on dividends and capital gains to 15 percent through 2008 and accelerates scheduled income tax cuts. It includes tax breaks for businesses and clears the way for families to receive "child credit" checks this year of up to $400 per child.
